Monthly Meeting October 19, 2020
# CALL TO ORDER
Chair Janet Keough called the meeting to order at 6:30 pm on October 19, 2020 via teleconference. Board members present were supervisors Janet Keough, Dick Dillon, and Gary Mantay, clerks Linda Britton and Carrie Landman, and treasurer Ray Barnes. Also present were Rod Saline and Mike Siers. Those present repeated the pledge to the flag. Janet Keough along with fellow board members welcomed Carrie Landman who will be learning about the clerk job that she will take over completely on February 1, 2021 when Linda Britton retires.
Motion by Gary Mantay, second by Dick Dillon to approve the minutes with a few spelling corrections. Motion carried by a unanimous vote. Motion by Dick Dillon, second by Gary Mantay to transfer $11,166.79 from the money market account to checking to pay the monthly disbursements. Motion carried by a unanimous vote. Motion by Dick Dillon, second by Gary Mantay to approve the claims as presented. Motion carried by Janet Keough yea, Dick Dillon yea, and Gary Mantay yea. Check numbers from 8108 to 8119 totaling $88,786.61 were paid. Receipts totaling $205.40 were received and disbursements totaling $88,786.61 were paid leaving a bank statement $101,634.54 on September 30, 2020.
# COMMENTS FROM CLERK OR TREASURER
Clerk Linda Britton reports we have received Covid-19 funds of $360.33 for supplies and $467 for election expenses. The report was accepted by a vote of Janet Keough yea, Gary Mantay yea, and Dick Dillon yea. She also reports the following election report received from the court house: 179 ballots were mailed out 96 have been returned, 77 status unknown which is about one half of those sent. Clerk Linda Britton requests the approval of putting Carrie Landman as a signer on the bank accounts for the township. Motion by Dick Dillon, second by Gary Mantay to approve adding Carrie Landman as a signer on all township bank information. Motion carried by a unanimous vote. Treasurer Ray Barnes reports that the fire department funds are showing a deficit of $17,501.65 because of the purchase of the new fire truck. Motion by Gary Mantay, second by Dick Dillon to transfer $32,500 from the general fund to the fire fund to bring the fire fund out of a deficit. Motion carried by a unanimous vote.
# FIRE DEPARTMENT
Assistant Chief Gary Mantay reports the department has received a couple grants for purchasing turnout gear. The department will work with clerks Linda Britton and Carrie Landman to check on available money from the Covid Care Grant. There were no calls in the past month. Carrie Landman will work with Gary to take pictures of the new truck and the building to submit to MAT for the Township Insider Magazine.
Dick Dillon reports there is nothing to be fixed at the hall.
Gary Mantay reports the tree service work has been completed on Briar Lake Drive.
Janet Keough reports all is well with the shed.
# WEB PAGE
Mike Siers reports he is working on the organizational chart to get it on the site. He will start working on an email listing for those who wish to be included on the list of those wanting information sent to them directly and will also include instructions on how to remove their names. Carrie Landman will work with Mike on getting this set up. Mike reports 42 people have visited the site in the last month.
# COMMUNICATION COMMITTEE
Rod Saline reports he is very pleased with how the site is growing. He feels the word needs to get out to residents so they will use the web-site. Carrie offered to help with that so Jan will get Carrie and Rod together to start working. Carrie will work on updating the township sign to let everyone know about the web-site.
# UNFINISHED BUSINESS
Janet Keough made a motion to increase the clerk and treasurer hourly pay to $20 per hour and to pay the clerk $23 per hour for internet work. The motion was approved by a unanimous vote. Carrie Landman has been checking up on clerk training through MAT and would like to attend these. Motion by Janet Keough, second by Dick Dillon to have Carrie sign up for the classes on being a clerk. Motion carried by a unanimous vote. Janet Keough also asked Carrie to check on printer prices for herself and report the information at the next meeting. Jan questioned Ray Barnes of Jennifer's interest in taking the treasurer's position. He will speak to Jennifer concerning this and report back next month.
# NEW BUSINESS
A resolution is required for St. Louis County to pay the township for election expenses from the Cares Act. Motion by Janet Keough, second by Dick Dillon to pass the attached resolution for the Cares Act. Motion carried by the vote of Janet Keough yea, Dick Dillon yea, and Gary Mantay yea.
# REVIEW OF DUTIES
Gary take pictures of new truck with Carrie, Linda and Carrie work with Rory on Cares Act for fire gear, Carrie work with Rod and Mike on web-site, Ray speak with Jennifer about treasurer position The next meeting will be November 16, at 6:30 pm via teleconference.
With no further business the meeting was adjourned at 7:25 pm.
